Railway Projects Passenger Segment – High speed route not feasible in all areas hence need to solve passenger issues of routes which have high load to be doubled or quadrupled the extra lines other than golden quadrilateral freight corridor can be used for freight also, new routes to be electrified, new suburban tracks in cities to ease load, new track laying in high demand routes in buses, new slow passengers trains between districts in states other than state capitals and other strategies

Govt has taken several steps for bullet train and freight corridor but it will take long time for completing but doesn’t hold any significance for middle class and rural poor who haven’t seen railway line in their region or surrounding areas. It is similar to the reports of how when a village gets electricity it is celebrated similar joy is seen when Railway line is given to a region ignored for several decade. The railway committee might think why to give railway line to new regions as scope for revenue is not there. Had British thought similarly then entire India would have been isolated.
Govt has allocated several billions of dollars for bullet train and quadrilateral freight corridor. Some are in feasibility check. The projects are excellent but middle class and poor passengers will never see difference in the transportation issues they face. Hence the same amount of funds of 15 billion dollars or more should be sought from Japan or other agencies from pension funds or by railway bonds abroad in rupee for 10 billion or bonds in indian market for 10 billion rupees (don’t under estimate Indian public power to fund projects) to complete below tasks. If all methods are used atleast 20 billion dollars minimum is estimated to be raised for railways. I am aware that railways is doing projects in J&K in tough terrain but the funds for entire India need to be done not just for one state not enough. Hence raise enough funds to kick start massive infrastructure projects across India for passenger segement in normal speed category. Lot of projects announced over 50 years in various budgets are stuck and people wish someone will do
Based on several estimates Railways has enough work for 50 years but nobody is ready to wait so long. If you want your team to be remembered for life and for generations you should work at a speed to complete all by 10 years. For that detailed list of projects and sanctioned. Don’t just restrict to what you announced in your budget session whatever has been announced over years and pending since independence need clearance and fast pace of delivery without no leakage of funds or corruption as several crores run in railway projects. Only if you complete your tasks and other tasks will world praise and it goes above politics currently assumed world wide. Please see below to get projects list, since if I say my needs alone it wont be good. If you are able to manage to get Japanese funding for these without much conditions is also welcome.
Govt can approach this problem in following methods. Every state railway incharge or every division incharge must decide and submit report without interference of any MP or GM. a) Top 5 railway lines in each region which have reached their top limit and demands doubling or quadrupling b) Top 5 railway existing lines which require electrification c) Top 5 new railway lines for which study has been done and feasibility has been given OK but awaiting funds d) Top 5 projects funds given go ahead by Railway Board but no budget allocation e) Top 5 routes scope for passenger trains to enable better connectivity in bus dependent routes. Mostly limited to non state capital regions f) Top 5 suburban routes which are full in cities and need extra lines and new trains with modern facilities g) Top 5 stations to be developed to world class stations with facilities and ease of access h) Top 5 needs of each MP for that region i) New train routes on passenger request or increase in frequency j) Top 5 freight routes under that division but do not come under Golden Quadrilateral j) Top 5 station and platform to be developed k) Open survey with public to give top 5 list of needs in each category like new train routes, doubling request, new suburban request, new high speed train routes of each and map to their pin code don’t ask unwanted details. I am not worried about railway budget anymore if above are done it is more than enough. All above will need atleast 10-20 billions rupees to kick start fast but see to that looting doesn’t take place and files are cleared fast. If you kick start this you can sit back and releax for another 10 years as one by one all projects will get completed and fruits of GDP at 15% I can see in my vision
The above list is what you can start for now with for now to get things started. Whatever you do to tweak small changes in the booking and cancellation in long run. We need real development for passenger segment which will benefit middle class and poor. Land acquisition can be tough but you need to start for others in the universe will conspire to help you. The existing land acquisition is more than enough if you don’t start now the cost will further increase and you will face issues more and more. There is book by Brian tracy which says eat the frog. That means do the toughest task first not the easy ones. Currently Railways have done easy tasks of tweaking booking, cancellation, online booking. Time for scale up of Railways to show our engineering might that our engineers are capble of. Atleast 1000 crores of projects cleared for each division will life entire India to new levels.
Railways is expected to need 1000 crores for each division for development. You are spending 20,000 crores for railway employees double the amount atleast need to be spend on infrastructure development around 50,000 crores minimum to kick start major projects through various means for normal passenger service other than the superb freight corridor and the excellent bullet train. Real appreciate the Govt on the stand on new ideas and concepts but basics must be further improved. Some areas in interior areas they wont need high speed trains for another 50 years there you can consider doubling existing lines to ease traffic, electriciation of lines which are heavily used by diesel, new train routes to cover new geographies.
