Indian Ports – Rank all ports in India based on performance, Reduce ship entry and exit time by 1/4th by one year, Logistics movements for each state should be increased by task force of state-centre, Increase Ports/Customs employees by 1/4th, Work on Re-exports


Create port performance index for each port in India and give ranking based on all factors involved in ship entry, clearance, processing of goods, movement of goods, ship fuel, ship maintenance, ship exit and all factors of global standards and ranking all public and private ports together. Ranking for eastern coastline and western coastline must be further divided for better understanding. Issues related to each port must be openly put up for public scrutiny and rectified. Similar to ranking universities and grade by UGC for colleges grading must be done by centralised authority independent of ministry interference to bring issues out in open. Make ports(public & private) competitive amongst each other to receive 25 crores prize from Govt.
Two 2 global consultants, top shipping companies using ports, port authorities, Shipping ministry secretaries, State authorities, customs officials, top logistics companies in India must be formed as a committee to analyse and improve conditions at ports to avoid hassle for ports and logistics companies to wait outside port for several days. Best methods of each port must share and discuss with other ports and learn from one another within India.
Chennai port is facing issues to transport goods out of port due to conflict between NH and TN state for environment issues. Centre must send team to convince state and NH to sort out issue for interest of nation. The environmental issue raised is of small in nature since already the Adyar river is already dirty and nothing will go wrong if a pillar is misplaced. If TN state can change the alignment by working with NH in non stop talks and case must be taken back by both NH and state for interest of state.
In Singapore a small city country which has no space has a ship entering every 5 mins on an average and china and other countries but why in spite of huge coastline we have not benefitted. Reduce ship entry and exit time by 1/4th of current time per port by internal/external audits and rules.
Just importing coal, urea, oil and exporting cars wont benefit in long run. We need to focus on exporting agricultural products, refined petroleum, beverages –water/fruit based, masalas, wine, re-exports, textiles/garments, electrical, machines, chemicals, pharma will boost India.
Exporting from India must be always processed faster compared to imports. If we want to Make in India true then time taken to process of exporting goods must be definitely reduced by half within 1 year based on current data.
Automation of certain process and online applications for clearance for ships and logistics clearance must be improved. Customs tools used to verify and automate must be improved to improve customs checks and much faster. Customs for imports can be slow but exports must be speeded up to highest level and time must be reduced.
Time taken to ship to enter and movement of goods and containers and exports of good and movement of ships outside must be tracked regularly to improve the time taken. First increase speed with previous records of time and then compete with global standards as Indian customs are different rules
Aadhaar based authentication of employees to check attendance and availability of staff and their performance. Even contract workers must be checked
Ports are areas of too much work and definitely the number of employees must be improved. Avoid contract employees as much as possible as anyway they will come back to protest to get permanent employment. Better to take bulk of the youth as govt employees. Improve 24 *7 all weather operation
Intelligence agencies must deploy few members and vigilance teams to monitor the true reasons for delay of port ship movement and audit case by case
Lorry movement is major factor for movement of logistics and goods entering and out of ports. Lorry drivers can give idea of major factors easily.
TN has a rule of no goods or lorry movement during day time to prevent accidents in city. Please see if it can be relaxed for movement of goods easily.
