Indian Film Industry – Piracy, Preserving old cinema, Graphics/Animation/3D through Information Technology – Part 1

FBI from USA allocates budget, resources and personnel to handle piracy. Indian Govt should form a team with NIC, cyber police, ethical hackers, state police team to handle piracy and tougher laws. The team if formed can have a procedure to claim pirated data of the movie with a proper form to be submitted by producer of the movie or actor of the movie with proof like screenshots and URL. The govt can then process the request to bring down the website through various means like requesting the domain host provider who can be anywhere around the world, requesting our telecom providers to bring down the site or make it inaccessible, etc,. Initially this is going to be tough as lot of requests will be received. Later based on the learning and experience the process can be streamlined and then govt can train/work with state govt officials/special police team to handle the situation to decentralise the standard mechanism by keeping central team in loop. Central govt can have a model to earn revenue by having Rs.50/request to earn revenue and help build stronger system in future as it gets complicated.
Old movies dating back to several years must be preserved by Govt creating cloud based system to store movies after converting movies stored in various formats like CD, tapes, DVD, gramophones to standard format of highest quality. Many senior actors and producers have expressed concerns that movies dating back to several decades are deteriorating in quality and soon movies older than 40 years will be lost and future generation might not be able to know that such good movies were released. Govt with NIC and film industry should take steps to preserve movies, songs and take steps to correct errors in old movies which were not preserved with special team. Govt can do this by charging a nominal fee for the same. Govt can take 30% rights for the movies for rectifying and storing the movie if producer has become poor over years and doesn’t have money to restore. Govt can have online streaming for public to see these movies and the website can charge nominal fee to watch the movies stored in the cloud to earn revenue with proper subtitles in all major Indian languages.
Govt should create a centralised portal for all film personalities and technicians to register. This will enable to know how much employment is being generated by film industry. The contact information of film personalities managers must be available in the portal for new film makers to approach big heroes for projects currently they are not approachable. The website will be similar to IMDB.
Graphics, 3D and animation work in India are of low standards and only small pieces of work are received. Indian govt should help large corporates to enter animation business aggressively to reach great heights and make high end graphics and animations with foreign agencies for collaborating on software, etc,. An animation and 3D or 4D institute must be set up in Mumbai and Chennai which are having high no of movie releases with high end software and tools. Indian movies are mocked for low quality graphics regularly by public and media.
For music industry govt can create an app with NIC and film industry to prevent music songs being released through Pakistan sites for free to prevent revenue by Indian films. NIC must work with film industry producers, actors to create an app that will integrate all new/old movie songs and devotional and singles and albums at Rs. Rs. 50/year or free to hear in streaming or download mode at 100/year for all languages
