RTI Reforms & new easier PIL filing procedure for public more powerful than RTI

RTI bill must be updated or internally Central Govt must ask departments which come under RTI to update top 25 requests repeatedly in it’s website under the title “Frequent RTI”. This will help departments and public save time and track instead of unwanted RTI applications.
Govt must ask departments to reply directly online through website instead of sending letters. The online reply currently is like printing in paper and then scanning to upload in website which seems too bad process. Instead option in website to enter data in box and upload directly will save paper and time. Also will help reply within deadline and save cost involved in postage. The rtionline.gov.in must be updated to provide the team to reply online by the concerned department.
The current option to scan and upload in website is also not done by all departments.
The second appeal process must be made simple with option in existing website rtionline.gov.in to file RTI online. The second appeal if integrated in this website itself will help the concerned team view the initial application and first appeal details for the request to avoid the filing process for the RTI filer. Currently 2nd appeal is in separate website and the process is bit complex preventing many genuine help seekers from filing the details. The 2nd appeal must be simplified to lowest level for easier filing and getting action taken. The public need not know the RTI law by heart but commission should help even if common people reach out for help
Many of the RTI filed are sent out to multiple departments with sub requests but whenever it is sent to multiple PIO the reply is too delayed.
The existing rtionline.gov.in website must give option to file RTI in major regional languages. The concerned department can translate online using free tools.
The rti.india.gov.in website gives complete address of all RTI filer’s for each department. It is not safe anyone can be targeted with that data. This is not fair. It gives complete address, mobile number and email id.
Govt should setup a team within CIC to help uneducated file the RTI appeals with ease instead of going to private website or people who charge high rates. The Govt should request CIC to setup team to help people ask queries through email and number to help file applications and appeals of 1st and 2nd. The team should clarify on procedures and steps involved with sample documents.
The payment option online of all major banks must be allowed currently only SBI is allowed. Please add major private banks in India like ICICI, Axis, HDFC and kotak with both internet banking and debit/credit cards.
Adding RTI procedures and grievance redressal mechanisms of central govt like PMO portal and PGPORTAL with website url, details must printed in last page of all school & university books of CBSE, request state govt's, govt universities. The next generation must take up issues and fix it not spectator.
In lines of RTI, Central Govt must create easier process to file PIL online in all high courts and supreme courts with ease by online and without public appearance for hearing without need for hiring lawyer. Or independent law committee must be formed to help public file PIL in courts with ease with free or charge or less charge. RTI gives powers to solve personal issues and minor govt issues but filing PIL will give major power. I think the experts with govt in law like Arun Jaitley will be of great help. The current process of filing PIL is limited to lawyers and public are not much aware and easily cant approach courts for basic facilities and to bring in new reforms in Govt across the board. This will be win-win for Govt and public. Govt's may be restricted due to political compulsions but public can file PIL to get the same enforced through courts.
