National Highways Tree plantation and Conversion of ECR state highways to NH - Tree Plantation Drive along Highways too delayed see no changes on ground, Existing Highways are still the same – Chennai – Trichy, Trichy-Thanjavur, Chennai – Bangalore are stretches I use regularly but has not improvement to plant fruit bearing trees, Central govt highways must participate in East Coast Road project in TN & Pondicherry, New Request for Widening of Thanjavur – Orathanadu – Pattukottai – Vedaranyam for salt freight movement after due discussion with salt manufacturers by Pon. Radhakrishnan & secretaries of TN State take toll if you want

Tree plantation drive which Nitin Gadkari & Highways ministry officials earlier spoke several times in press and in parliament is still showing no signs of progress at ground level. Since the announcement it has been more than one year why the delay please speed up work on war footing. We want press release need real progress on ground
Existing National highways which have toll have shown no signs of progress. They still keep collecting toll but have not planted even single fruit bearing trees or rain creating trees. Many of the highways only shrubs and flowers which will not help in getting rain seeing the amount of pollution created in national highways. Why cant toll operator spend money for this as they are earning several lakhs daily. As per my estimate a one time of cost of around 15Lakhs will be needed for 100kms.
One time spending will not make them lose anything. They earn several lakhs every day and trees purchased in large quantities in bulk will cost less than Rs3-5 per tree sampling(in market like isha foundation sell at around Rs.5-8 various trees) and the toll operator covers less than 100kms and at the rate of Rs.5 per tree at around 2000 trees per km at the rate of 3 tree per metre at 3000/km along median, and both sides. The plan is like a highway forest that much to reduce pollution, noise and bring rain. It will also reduce heat in highways and to compensate so many trees cut down for highways laying. We need development but cannot compromise on no trees after completion of project. Example: Chennai – Trichy, Chennai- Bangalore, Thanjavur-Trichy toll routes have not that much trees in completed portions. I don’t want statement by minister but some real action on ground. Please don’t get stuck with just the announcement or press release. Real work on ground is monitored by public across various regions as people travel daily. 3000 trees * 1 km * Rs5 = 15,000 * 100 kms = 15Lakhs/100 kms at 3 trees (1 in median, 2 on both sides) per metre
Most operators tend to put plants only on median but when laying highways they brought down very old trees over several decades old. So strict instructions to lay trees on median and both sides of highways needed. Please ask all district & state transport corporation to provide list of highways of both NH & state highways were plants need to be planted.
Trees like Mango, Coconut, Neem(very important), Jackfruit etc,. Teak, Rosewood, Bamboo also help in bringing rains as these are trees which grow in forests. Medicinal value trees identified from Western Ghats & Himalayas by Govt and other sources and yogis to develop medicines and purify air. Also Rubber trees, Areca nut (betel nut) trees. Forest officials in State Govt's must be asked on how much trees they can supply continuously and what trees they recommend to improve air quality and bring in rain similar to forests area. Just having session not necessary the point is consultation by meeting or by letter for faster processing.
Bio-Fuel generating trees like Jatropha, punnai must be planted and ask contractors to send to concerned refinery to make bio fuel or procurement by Indian Oil, Hindustan petroleum, Bharath Petroleum immediately. Bio-Fuel is not a joke it is a serious issue of containing fiscal deficit so and it is very easy to maintain and requires less water and farmers will show eagerness even if some steal the seeds to make fuel at least locals and farmers along highways which have toll can use to run their diesel generators. You can give some sections to private also but public oil companies must hold at least 65% of the bio-fuel revenue from this setup by 2020 and reduce oil import as private are against bio-fuel in big way as they could have promoted easily 10 years back.
The above combination in any given stretch along with transplantation of trees which were uprooted form that area to possible end portion of highways must be done also. Many times cutting and uprooting is done fast but to transplant and lay at a marked place where the highways is scheduled to end will reduce work later on. And if a tree as old as 10 years is cut the Oxygen is lost and cannot be recovered from small trees easily equal to 100 small trees
Do online auction of stretches for tree plantations for faster approvals. Do online auction for each tree or species variety to get reduced cost with inclusion of transportation cost to get best cheap ones with pre-planned quantity of trees for each section. And state forest depts. To supply samplings as well of their choice or highways dept. request.
Highway ministry must put equity & make East Coast Road project by TN state Govt as NH to put funds to speed up work. Chennai – Karaikal/Nagapattinam/Vedaranyam & Chennai - Thanjavur via Pondicherry if widened will help easy movement of freight & passengers and saturated NH Chennai-Trichy.
Please help widen Thanjavur – Orathanadu – Pattukottai Adirampattinam - Vedaranyam for easy freight movement of salt and passengers in peak route of Thanjavur to Pattukottai & Orathanadu as current road width is very small for decades. Pon. Radhakrishnan help. Since Railways was not able to lay Railway line due to fund shortage. Even if toll road is operated it will help easy freight movement regions ignored for decades due to lack of fund.

New Train Requests under Railway Budget

Most of the LHB coaches have been used for Rajdhani, Shatabdi and Duronto which are away from the access of the middle class in TN and have never got a chance to experience this coaches or trains at high speeds. Since LHB coaches are good and can be operated at high speed up to 200 KMPH. Several LHB coaches which are sitting idle in yards for lack of power coaches. Once the power coaches are completed please consider for usage in non Rajdhani and non Shatabdi routes also. Even middle class wants to experience it, even rich & business related cant try because it is not available in their route of TN. Based on budget I would like Railways to urgently allocate trains. There are several LHB coaches which were used for other states but none were given for TN from the time the LHB coaches were introduced.
New LHB coaches under UDAY double decker or any other scheme Chennai Egmore – Thanjavur - Kanyakumari train needed signifying the rise of sun at Kanyakumari a favourite tourist spot. The public of TN have never had the experience of travelling by LHB coaches. the LHB coaches and Railway officials can be confident they have achieved their tasks. All LHB coaches have been used for Rajdhani, Shatabdi and Duronto for the rich and MP. I request on urgent basis to allot new LHB coaches for a new train in this routeto operate daily or bi-weekly with Friday departure at Chennai.
Unreserved train under Antyodaya scheme between Chennai(MAS) to Rameswaram (RMM) as soon as possible. Unreserved coaches across southern Railway yards & workshops can be used to form trains of 18 coaches. Need for one more unreserved train between Mumbai to Nagarcoil (NCJ).
Need for new train daily or bi-weekly under any of the schemes or TEJAS or normal train to overcome bus lobby against railways between Bangalore (SBC) to 2 routes simultaneously to Karaikal (KIK) and another section to Rameswaram(RMM) with merging and bifurcation at Trichy(TPJ). On one day alone the train will go from Bangalore to Palani to use the new BG line which remains unused.
Need for Humsafar full 3A/C train between Coimbatore to Bangalore & another trip as Bangalore to Palani via Madurai overnight train request is pending for decades as the demand is so high but Railways failed to capitalise. Need train to prove that the Railways did not fall in hands of bus lobby. The Bus operators have lobbied against the Railways preventing running of trains in this prime business route. But there is enough demand to help both Railways & bus operators to boom in this route. Train can go from Madurai to Coimbatore as day time train to reach Coimbatore for next operations.
Trichy(TPJ) to Bangalore day time train at 7AM at Trichy is in high demand. Full sitting is needed with Chair Car Coaches of ICF if possible. This train can reach to Bangalore and return on same day back.
A train between Bangalore split into two to Palani(PLNI) & Thiruchendur (TCN) via Coimbatore, Madurai. To help Bangalore residents to reach religious places. The train will split at Madurai. Single train to run alternate days with Friday departure from Bangalore. The route via Palani (murugan or subramaniya temple), Madurai( Meenakshi Amman temple), thiruchendur(murugan temple), Rameswaram (Shiva temple). So major religious places are covered and the business hub of Coimbatore is also covered. A bit circuitous but will help all reach their places after consultation with DRM & GM in these regions on route but train is needed. Many tourists have demanded this route.
Increasing suburban coaches to 12 for those trains starting from Chennai central, Tambaram, Chennai Beach, Velachery, Chengalpattu during peak time of 6AM – 11AM and 4PM – 7PM.
No RPF in EMU coaches. No RPF in women coaches of EMU and passenger trains. Why no protection for suburban and passenger trains were most abuse of women takes place and men stand inside EMU coaches. RPF presence in stations were suburban stops and identify men standing inside women suburban and targeted to book cases to bring fear. RPF men and women in size of 2 with partnership of state police to be present in stations at coach positions.No Walkie-Talkie for RPF similar to State govt police. They lack any communication between RPF, station masters, Guard.

Making Shirdi train from Chennai to Shirdi as daily train. Please provide extra train from Chennai to Bangalore at night post 10PM. Need for Karaikal/Nagapattinam to Mysore train via Thanjavur.
Need DEMU unreserved passenger between Chennai Egmore to Thiruvannamalai via Villupuram and Chennai to Pondicherry to run daily from 6AM to night 11 pm as demand for unreserved.
Please extend the freight corridor announced from Kharagpur to Vijayawada be extended to Thoothukudi also as TN state govt ready to fund. The Roll-on-Roll-off in major routes was a major expectation.
Remodelling of existing engines of both diesel and electric to aerodynamic shape on urgent basis as it helps several litres of fuel and electricity as power utilisation is reduced as it can pierce through air and move forward. But Railway engines are still old design of very minimal or flat front portions which has led to several litres of diesel wasted. The coaches are capable of travelling at more than 150 kmph but the engine design prevents further increase and engines must be designed in miniature size of toy and tested in closed environments with help of engineering students and implemented using aluminium based front portion designing. It is not that tough as many countries across the globe have done it.
Consider PPP development of Royapuram station near Chennai to help in next 5 years to start train services across India as the existing stations have reached peak load. Tambaram can be used for south India but Royapuram can be used as both passenger and freight centre easily. Railways must invite tenders for PPP for Royapuram to develop at the same time maintain heritage status. British used the station as major station but passengers and freight can be used from here. Ask MP, MLA of that region and state Govt to contribute to Railway to develop station as terminal. Public funding can also be requested.
Consider giving PPP development of important stations which are in high tourist usage like Kanyakumari, Rameswaram  to improve facilities. PPP tender for Thiruvanmiyur MRTS, Chennai with theatre built.
Extending more trains stopping at Coimbatore(CBE) to Mettupalayam (MTP) so that tourists can reach ooty hill station easily.
Adding 1 Suvidha 3 A/C coach in all high demand routes and the rules of suvidha trains will apply to book at premium rates and the booking will open 10 -15 days to help to reduce dependency on tatkal.

NPA Issue – Recapitalising the Indian Economy

NPA is a very big threat to Indian Economy. I sent several tweets over many days but govt and agencies and banks have not shown intent to solve the issue. Bankruptcy law will not fix the issue by any way. It is just a dark cloud over there it will not rain. NPA issue if fixed will help banks get back around 50,000 crores and that is more than enough to use by Govt in infra projects as Govt banks once they get back the money they will start lending. Currently Govt banks don’t have money to lend as all have drained down and wait for tax payer money through budget. I am ok with giving by budget as banks will crash will further pull economy down. But at the same time you have to take severe action on daily basis to fix the issue. I don’t want one day tamasha of raid and then everyone forgets it. Put several cases on them and ask banks to take action and put names with them in public ask the unions or management in public sector banks to do press conference and release full list in public.
Ask banks to say why many are not notified as wilful defaulter whom are they afraid or ask finance ministry to take full list and explain. I can get that the banks top boards are directly involved in NPA problems as they get commission on large money disbursed other than SBI I have doubts in all banks. Some of banks boards and chairman involved in NPA even quit their jobs some could have even retired or moved to another bank. But govt must track down. There are some people from earlier Finance ministry also involved. So you cant sit on the NPA issue like any other casual case. It is a very big one. The govt must enthuse all agencies to work hard or wait till supreme court appoint CBI to come and take the issue and blow up in all directions but will take years to fix by then banks will start going in drain.
Investigating NPA issue will help the Govt create a system wherein banks when they give loans more than 100 crores are notified to Finance Ministry, RBI as precautionary measure and help avoid giving loans to big shots to reduce overall loss. RBI cant go and hide saying that govt is only responsible for controlling PSB as RBI failed in its monitoring of banks activity with poor staff and poor IT infrastructure or ask banks to report the loss immediately.  RBI did the easy jobs of asking banks to close losses in accounts hence helping the NPA accounts to go free walk. When an individual doesn’t pay his credit bill for one month so much interest rate is charged, when a farmer cant pay loans he dies, when a house owner cannot pay his home loan he dies with family and insulted by banks like anything but see the huge amount of money siphoned off by many individuals and corporates.
The case of Mallya getting loan of several crores is clearly a work of several banks pressured to give him loan under consortium and the money was diverted away from India to safe heavens but neither did Income Tax Dept. or ED or CBI or economic offences wing did any action. All are blinking since it involves several big shots. Defaulters generally find ways to escape by saying loopholes. The question who pressurised banks to give loans of a huge value in spite of not making sure of repaying capacity.
NPA issue can be fixed with current laws and power of banks and existing courts we don’t need new laws to fix the issue immediately. The NPA issue is a big list if you start with 50 crores and more can help solve the issue but if you restrict to those with more than 100 crores you can help economy recover in a big way.
Govt banks are under Finance ministry and govt lawyers have not been pushed into action to raid these entities and wilful defaulters have not been arrested. Only if you arrest only then they will make efforts to pay. Why just bring the entire board into the case and the owner and major stake holders as they control the company.
Either govt should act on a daily basis on this or wait till its name go down in drain with supreme court ordered probe. NPA is a big scam if Govt doesn’t commit all resources and a team with combination of CAG, Income Tax, ED, CBI, SEBI and Economics offences wing to fix issue by reporting on daily basis to PM & FM. Even Finance ministry must not be intimated as news will leak outside.
Around 1 lakh crores if recovered from NPA over a period of one year will be a big number and will boost the Indian economy and also even if does not increase significantly will definitely save the economy from falling. US Economy will enter recession soon due to elections and poor decision making by Obama on Economic front and also oil prices have started increasing as some companies which depend on oil for revenue have no other way to artificially improve oil prices by reducing production.
So Govt if finds way to recapitalise banks by recovering money from NPA defaulters will help.
Previous finance minister saying that NPA is due to stuck projects. But some were not stuck project they got stuck due to some people and some reasons which were created by unknown people. The unknown people have to be found out it can be multiple people. Hence a multi-lateral probe setup can only bring this issue down. People want real action not just quick reaction by Govt and issue gets forgotten then it will impact the source of revenue to your Govt also in big way to prevent development in long run.

Railways-Indian Flag at all Railway stations at the top with a beautiful view, Tax Free bond allocation to 30,000-50,000 crores instead of mere 2,500 crores, Roll-on-Roll-off across India, LED display in all station platforms where express & suburban trains stop to display coaches, Bullet Train for Mumbai – Delhi route within 3 months, High Speed or Bullet Train for Chennai – Bangalore – Hyderabad triangular bullet train for IT Industry, Fine of public who cross Railway lines, Wire Fence between lines in stations to prevent crossing, Seizing driving license of those who cross railway lines

Indian Flag at all Railway stations. As per law it is allowed to fly Indian flag at night also. I want immediately this work done at Chatrapathi Sivaji Terminus Railway station, Mumbai and within 6 months in Chennai, Kolkata, Delhi and other major state capitals silent & strict orders without much media hype as it is responsibility to fly Indian flag. The flag must be big enough as per specifications.
Tax free bonds for year 2016-17 must be around 30,000 -50,000 crores as they repayment is split up across 7,10,15,20 years it wont be problem on repayment on that year and also Govt & Railways raising just 2,500 crores or little will make little impact on fast infrastructure development. You are using PPP for the bullet trains so for development of passengers lines by doubling/tripling and freight you have to use the tax free bonds for development as the return of investment can be done.
Similar to Konkan railwayRoll on Roll off projects across India connecting major hubs will release some pressure off the Highways & save time & reduce pollution & last mile connectivity as trucks can get off the wagon and start moving. IT will be huge success. Actually the scope of the project is after the last passenger train goes or in free slots if trucks move on to wagons and locked in they can be transported to any other part of the country with ease and then driver in the destination can start driving by road and nearest destination. Ask Railways to make so many wagons of the model to be used across India. Example: Chennai – Mumbai, Bangalore-Mumbai, Delhi-Mumbai, Kolkata-Mumbai, Kolkata – Delhi, Chennai – Delhi, Chennai – Kolkata for immediate roll on roll off project within 6 months. Re-modelling some of the existing wagons to be converted to his model. Roll-on-Roll-off will help Railways earn revenue till the freight corridor is constructed in big way. For Non metro routes within states the peak routes must also be allotted Roll-Roll off project on priority basis by using info from GM. Example: Chennai-Trichy/Madurai. Also consider Roll-on-Roll-Off routes between ports and important manufacturing junctions will be big hit. The project should be such a way that trucks can get off quickly on some stations & train can continue.
Immediate order to place LED display in stations where express trains stop for few mins as passengers have to run here and there to catch trains as they don’t know where the coach will stop. LED display with train number, destination as trains with same routes section cross stations at same time and destination is easy to know by anyone, display of LED in English, Hindi and Regional language of the station state, Coach number. Currently destination is not displayed and most of the time only train no is displayed.
Bullet Trains for Mumbai – Delhi must be given tender very fast as it is the potential route to be used as most rich people live in this region. If possible bullet train or conversion of existing tracks to 200kmph capability for Chennai- Bangalore-Hyderabad triangular bullet train for development by PPP.
A/C EMU Trains in all major suburban trains across India within 1 year by asking all coach manufacturing to make at least one set of trains. A/C EMU trains will help visible change in railways & also increase in revenue by having higher fares for A/C EMU trains. At least 10 sets of trains for EMU must be made quickly and also ask Metro coach manufacturers already in India to participate in tender to make A/C EMU coaches. Metro coaches are swanky and Railway Suburban coaches cannot be bad.
Near all railway crossing, stations lines where accidents take place RPF must stand and give fine slips immediately to earn revenue and at the same time save lives. Public are so restless and want to cross railway crossing in small gap between the barricade and enter with their vehicles the must be fined on the spot with driving license seized by join mission of the RPF and traffic police of respective state. Why should such people who cross with bikes be allowed to drive who put their lives at risk, train passengers at risk. Especially bike drivers and cycle drivers are restless. Cycle & bike must be confiscated. Railways must work with Police department of each state and give pamphlets & banners and give 20 days to change or fine procedure will be so severe that you will lose license and bike also. The fine amount will be used to build compounds across railway lines where most accidents happen without an iota of space to jump or go. In most railway stations public cross lines to reach another platform and RPF is incapable especially in suburban routes. On the spot fine of those people at least 2 RPF should move in group and do this activity with fine billed with electronic billing machine with option to swipe debit card also. Fine is the only way and using that money to build compounds & wired fence. Wired fence between lines in stations to prevent public to move from one platform to another. Wired fence is more cheap temporarily and cement compounds to prevent access from areas to railway lines. So combination of cement walls & wired fence between lines in platforms is a good choice. Until you start now it wont complete. Example: Mumbai Suburban, Chennai Suburban as too many lives lost. Most of the people who cross in major junctions which are busy is because Railway & state govt's have also delayed making bridges at these places. At least 2,000 crores must be allocated for building bridges at fast pace but tax free bonds issues for just 2,000 crores wont be enough. So have more tax free bonds as period of payment is 7,10,15 years.
PPP model should have escalators to all platforms in both ways, existing vendors must be protected, Multi-level parking of bikes, cars, buses in stations, entry by smart card/ticket. Space for taxi stand. Space for state govt buses to enter and exit to drop off and take in passengers. Space for books & libraries. Space for refreshing with proper restrooms to take bath & spas if possible. Metal detectors at all entry points. 4 tier security with private security with 40% of them ex-servicemen(PPP model developed), state police, RPF & CRPF in key stations. 5th level security by Army at vital stations and nearest defence bases by Army alone at vital points and threat locations. Example: Mumbai, Agra, Delhi, Chennai, Itarsi, Kanpur and all others. 4 level security defence system will prevent anyone from even thinking of doing any damage. Mumbai incident is a lesson and cannot be ignored just like that. Start 5 level security at key stations and make a practice to have 3 level security soon for non PPP stations & 4 tier in PPP model stations.

Increasing-Tax - Collection-From-Shops

Shops in Bazaars which make sales in several thousands in single day don’t pay tax. They don’t give bill also they just take cash. They don’t use POS also. There are bazaars and market place in all cities and towns. Bazaars sell electronic items, mobile accessories, toys, clothes, books, household items, food, etc,.
Auto & Taxi Drivers don’t pay tax or don’t give bill. They earn over 10,000 easily per day but don’t audit or pay taxes for their earnings. All their earnings are entirely in cash so nobody can trace. No system to pay bills.
Many retail shops which sell food items, household items don’t have POS but have turn over in several thousands. They don’t have proper auditing system also. Many sweets, bakery shops, retail shops don’t have auditing procedures and no tax. Retail shops which sell vegetables, fruits, packed food. Some of the shops which have computerisation also have methods to hide their sales.
Govt & Income Tax Department must create a e-Gov project to update data from sales to income tax servers by API (web service) to update sales data every hour to Income Tax department server of respective state and copy to centralised server by end of day. This will help Income Tax to monitor sales remotely & if a income tax official buys a product and if they same value is not reflected in server then Income tax department can easily find. The salary payment can also be intimated with bank records so Income Tax department can find out if major flaws in invoice or billing can be avoided
Bazaar shops which don’t have POS must be given POS for small scale business. The sales of products in platforms is illegal but Govt must ask those who want to continue to do business in platforms to procure POS from Govt authorised banks procured in large number and bank accounts opened for those business. Those who fail to comply will lose the space in the platform and will be closed immediately. The POS will have prevent large scale tax fraud and people will start paying with bank cards. All those who have shops space and still don’t give bill or POS must be asked to pay fines and given 3 months to rectify and spend money to get POS from banks. Computerisation of all shops in India must be done by giving 6 months time and repeated raids by IT department in bazaar areas till issue is resolved. On the spot fines must be made for those who fail to pay. The shops should not be sealed for a period of 1 year till the movement picks up and the revenue increases to Govt from these sources. Govt non crackdown on non tax paying shops and business has lead to large percolation of black money in non corporate sector.
A small shop in unmarked area for business which sells tea, pan, cigarettes, snacks more money than salaried employee. The govt and Income Tax have been mute spectators focussing only on high paying corporates so they get cut or bribe from large frauds and don’t focus on small issues like these. Actually if each shop evades 10,000 in taxes every year annually several billions of revenue is lost which is more than enough to run Govt infra operations with ease.
Govt must handle this movement effectively by balancing areas to raid or advising shops on steps to take to prevent raids. Income Tax department can start with following a) go to all bazaars and inform shops to have facilities like Bill payment with book keeping b) Ask all shops to have POS sale devices and govt must make available POS available at cheap cost and ask banks to reduce charges. Interact with shops and know why they don’t use POS and solve those issues c) Ask shops to computerize which make sales on a daily basis of over 10,000 even though they might be in non urban areas d) Ask them to have auditors to review accounts and pay taxes regularly e) Then bring e-Gov project to send data of all computerised sales to income tax servers to see how much tax is paid by all and verify data of sales & tax paid. f) Make easy understanding of existing IT rules and provide email id to ask questions and get clarified on what steps to take when starting business and what clauses to understand g) IT department help with auditors to pay taxes and book keeping procedures to prevent raids. Technology is the way to overcome tax loopholes.

Govt should help bring down following piracy websites which have been running for several years. I believe there is a strong nexus between bad elements in society placed across the globe which support piracy. but govt cant bring down torrents site immediately but it can bring down small sites which earn in millions year on year in piracy by looting the movie business.

The money earned from ads is very high for them to use that money in illegal ways against countries

2. The website has ads displayed on going to website and the site is definitely earning revenue from that. To find the source the ad pop ups are loaded from particular website ads provider.
3. The ads provider will mark the website and display ads for that
4. The ads provider is definitely paying the website revenue to its bank account after so many number of hits.
5. So govt must find out ads provider and track its website and use the local govt there to find out the account number transferred to find the person who is uploading. The uploader can then be tracked to find how the movie is taken in theaters.


Solutions for piracy to be taken up by Govt with movie makers:
1. Making a security code unique for each theater for each show displayed at least every half hour in the movie at the centre portion of the screen which can be used later to find out if any videos uploaded on where the movie was pirated. Most movies piracy copies are made at theatres in night shows post 10pm.

Many ways to bring down websites are a) Denial of service attach (dos) bringing down the website but they will be up after some time b) Tracking down the criminal by tracking ads put in the website or paying for premium service to find the root cause c) Complaining to the Govt there to take action. govt like USA and UK will do concrete help but with india's neighbor you cant do much. So Govt setting up centralized centre will only help.

Reducing imports in sectors - Make in India by public sector entities to create competition for Make in India – Panel & work on Crude oil imports, Industrial Machinery, Electrical Machinery, Organic Chemicals, Inorganic Chemicals, Residual Chemicals, Fertilizers, Plastic Raw Materials, Rubber Raw Materials, Machine Tools, Electronics Manufacturing Source:data.gov.in

Based on analysis of import data from data.gov.in from sea port and airport following imports need to be reduced immediately by strategic panel setup with representation from key ministries. As this is the time to reduce imports and boost make in India to fulfill India’s needs
Reduce crude oil imports – by creating strategic panel for promotion of bio-fuel, methane, Hydrogen, battery based vehicles in order of importance. Bio-Fuel will require separate plants or existing petroleum companies must setup facilities to add bio-fuel. Targeting sugarcane alone wont help. Jatropha will help a lot and planting across Railway lines and highways will help increase in bio-fuel produce. Procurement must be done by FCI or separate agency or petroleum agencies should do directly. Bio-Fuel & Methane will reduce imports to give increased valuation of rupee which has been down for years.
Too much import seen in Industrial machinery for Diary, Agriculture, Food Processing, Textiles, Paper. Separate huge imports seen for Electrical Machinery & Equipment. BHEL, Power Grid, navrathna companies, power manufacturers, NTPC, state electrical units must list of products which are imported heavily and start manufacturing in India with special setup in some states for each equipment in large scale by any public sector entity with Govt funding. This will lead to further competition later on for private production. Separate panel to see why equipment's we are not able to make in India in spite of huge engineering students available. Identity top 10 imports in electrical equipment's and making in India will reduce imports to great extent. I think Piyush Goyal can handle and reduce imports silently in heavy machinery, electrical components. Concentrate on highest imported not unique ones. The ministry of power and ministry of heavy machinery must be put to hard work to reduce imports and setup Govt entities to create.
Huge levels of imports of Organic Chemicals, Inorganic chemicals, Residual Chemicals, Fertilizers and allied products. We huge import huge volumes of chemicals from abroad. We must improve the quality of chemical engineers in the country and create more courses and reduce imports by exploration in India and setting up plants of key chemicals which we import. The customs and other details must be taken and separate panel to decide on chemicals import reduction must be setup to analyse. Lack of major investments in chemicals industries with safe settings and fertilizers has lead to huge volumes of imports. Setup chemicals factories in remote areas to avoid any explosions with highest level of automation. We can at least try to reduce import of harmless chemicals first. The panel must give roadmap to Indian govt within 4 months.
Plastic Raw materials is not a good sign. In spite of so much plastic waste generated in India the capacity to recycle must be considered.
Import of Rubber raw materials is taking place in some ports in spite of huge number of rubber trees in India. Please work with rubber growers and industry on why Indian rubber is not chosen. Any R&D required to improve quality must be taken up by any Govt agency with secrecy or patenting of technology. Most of the times good research by Ph.D candidates and Govt agencies are taken up by private firms and Indians lose out on patents in search of money. If they had patented they would have earned for entire lifetime. Lack of Govt help in publicity of IPR & reduced cost & too much litigation and no help in global filing of patents as cost is very high. Global patenting must be done by Govt with its own lawyers & embassy abroad
Machine tools are also being imported. Even if size is less when imported in bulk it is also huge number. It can be easily produced in India and don’t require much effort. But even that manufacturing is not picking up. BHEL or tools agency must be setup to produce here.
Electronics manufacturing is not picking up. R.S. Prasad in spite of knowing all electronics goods for PC, Toys, Servers, Office use, I.T. Office use are being imported no efforts are taken to manufacture at chip level. We just import in pieces and assemble here. Just screwing up devices is not manufacturing. A new panel needed as it is very intricate. Ask R.S, Prasad to visit China extensively to get first hand idea and send his secretaries sitting in India you cant learn anything. There is so much to do in Electronics manufacturing. Govt must consider setting up new electronics Ministry to focus and new panel to help govt.
Defence – Asking private industries to make equipment's and showcase to DRDO & global agencies every year by open show in any location in India as a function. Govt buying any 2 or 3 from them to encourage every year will boost private industries defence growth. Setting up Drones manufacturing hub in TN in Avadi or Trichy as drones save cost in monitoring & various operations with reduced loss of life and less expenditure. Drone to be available in each army, navy and air base by end of Dec 2016 with Make in India mode only.
Above list is the key imports if done will help India save billions of dollars in imports and then fund can be used to develop infrastructure and bring more out of poverty.

Budget Solving Distress in Agriculture - Nationalisation of Rivers, 5,000 crores to give equipment's to states to be used by farmers for farming, river dredging , canal widening, 1000 crores for better transportation in rural areas with more buses for travel if possible in bio-fuel, complete biometric operation of MNREGA and payment on end of each day, Skill development centres on lines of Self help groups in all schools & colleges for villagers to develop skills and sell with Govt help in online portal, Setting up food canteens in drought prone areas similar to TN govt with centralised cooking to feed poor both children & adults in schools, colleges & panchayat offices & bus stands in district headquarters, Cloud seeding aggressively with mini rockets with partnership with Australia & China in drought areas with training to panchayat and villagers, Chit Funds under RBI to reduce corruption and fraud, RBI monitoring co-operative banks more to save farmers, More Agri universities with high end equipment, more Agri Engineering course across India, Free education in Agri universities

Nationalisation of rivers to reduce conflict among states for river water. Also water travels between different states and stopping of water by one state through dam affects another state. Do whatever required. Example: Cauvery lead to too much politics and conflict between TN and Karnataka. And also please Setup Cauvery River Water Management Body as per Supreme court order
Lack of money with farmers to buy equipment for farming by revamping Agri Engineering department by following schemes and budge allocation. Sure shot success I believe in my heart. A) Hence Govt must spend 5,000 crores in budget to provide tractors, bulldozers, farm machinery, Harvesters and other latest equipment to further mechanise the agriculture and increase output and as less workforce available mechanisation will lead to faster work with less workforce. Hand over new equipment to state govt's to operate them with best means and no charges for them to be charged. Software and system with IVRS must be provided by centre to implement in states were requests of farmers will be queued in system to give to one after another in order to benefit farmers. B) Also create separate 80Farm section in income tax for public to contribute to this corpus by public and institutions to enable prevent distress of farmers. Govt can use funds to enable better facilities in rural areas and better equipment availability. The equipment must be used for farming, plantation, harvesting. C) Dredging of rivers and canals for better river water flow with ease with above equipment's. D) Equipment for drilling wells & bore wells also needed as water table has gone down and no water. The water pumping out can be wind mill as the power is not used and also solar power with maintenance contract for 5 years. E) Other than above small or big buses requests in villages for school & college students to travel to and fro as villages lack travel options throughout the day and night leading to lot of hardship. Separate 1000 crores must be allotted under rural ministry to give buses based on requests by students in rural areas across India to be operated handed over to state govt. Lack of transport in rural areas is issue since independence and Govt must fix it in budget. Earlier govt gave A/C buses to cities which totally ignored rural areas. The buses must be such a way that they run in bio-diesel with bio-diesel plants setup in all states in one non-state capital in rural area to create bio fuel by self plantation by farmers with central and state support
Complete biometric based payment for MNREGA across entire India within 3 months by super fast implementation to reduce leakage and payment to farmers for work done for that day by end of day to bank account. Extra feature to add is providing food to farmers for morning, afternoon and night to increase more savings. Using MNREGA workers for NHAI and railways project to help India get more labour to work faster and at the same their knowledge & skill also grows to get higher paying jobs in future. MNREGA must take part in adult education programme should be conducted every weekend in schools compulsory with food provided on that day by using computers & speakers to show Govt schemes & farmers schemes. Setting skill development centres in Govt schools with facilities for children and adults to learn new skills to create new products to improve livelihood. Govt must create online portal to sell products and partner with all e-commerce sites to sell products sold. The skills can be textiles, handicrafts, bamboo products, coconut based products, milk based products, technology related, etc,. By including all self help group activities . TN is a good example of growth in SHG. RBI can help you on this as they have expertise in this as they are the one who implemented rule to make banks to compulsorily to provide loans to priority sector to save rural distress already. Govt must take it forward by setting skill centres in all schools and colleges to train children, students & adults to protect their future and earn a living by selling with govt help and paid to bank account directly. Complete food corporation operations with biometric and aadhaar with bank accounts to reduce corruption and leakage in farm operations.
Setting up food canteens similar to TN govt initiative in drought affected regions in UP, Maharashtra, Andhra, Telangana, Bihar and across India. Example: Bundelkhand (UP) to reduce loss of life and keep farmers engaged in farm work and MNREGA. Food should be prepared in centralised location in district headquarters similar to Shirdi and then transported to nearest Govt school to reduce unnecessary costs in setting up multiple canteens. Centralised will lead to reduced cost. Rural ministry must allocate funds for this scheme. This will reduce suicides and rural distress and poverty to great extend. India will achieve goals of UN against poverty only by this method. The cost of the project will be very less when cooked in central location in district capital and transported to schools & district bus terminus & panchayat office for both children & adults to have food free of cost. Openly congratulate TN Govt & CM in budget and allocate 1000 crores for this scheme to start scheme across India and further increase with both states & Central govt participation. State govt must allot lands for centralised cooking. With 5 lakhs expenditure 1.5 lakh is being given food in TN. If centralised it will cost even less and feed more. Currently govt's provide rice at less cost but cost of vegetables, dhal, gas or wood to cook makes it unviable for poor. So this is the only possible solution.
Implementing cloud seeding aggressively to get rain in drought prone areas. Cloud seeding can be done by firing dummy rockets from ground. Provide training to local panchayat, rural ministry and other methods by partnering with Australia and China which have mastered art. We are still a lame duck and keep saying no rain no water.
Complete digitisation of land records in all states to enable faster disbursal of loans to farmers, faster bank account transfer for schemes, compulsory crop insurance for all loans. To reduce farmers going to landlords or money lenders banks must approve loans in less than 2 hours. Too much corruption in banks in rural areas & co-operative banks. Govt & RBI must gather intelligence and take action against officers
Setting up authority similar to RBI to monitor chit funds as too many cheating happening. RBI has said it is not capable due to lack of staff. PM must request RBI to take care of chit funds as many people have lost money by cheaters. I believe RBI must be capable of handling situation to bring chit funds, co-operative banks to report to RBI to control corruption and monitor them. The loan disbursable in co-operative banks is higher than public sector banks. But if RBI doesn’t monitor enough it will lead to future news of cheating. And also RBI must immediately take in charge of chit funds to protect public.
Free education in all Agriculture institutes. Setting up of new very highly advanced Agriculture universities in states with free education with R&D fully funded by govt. Creation of Agri Engineering course under UGC and promoting all engineering colleges to setup courses across India to enable more development of agriculture. Only engineers can save Agriculture as lack of technology cannot help in future. The course must be very less and the students of farmers must be given the course free of cost and reduced for others. The Agriculture university setup by Central govt must have courses covering all aspects of agriculture – bio technology, R&D for genetic crops which survive all weather and in less water, engineering new equipment's. There are lack of labour as Agriculture is not considered important by students but once Agri Engineering course created in all major universities across India will lead to more mechanisation and boost in agriculture output.
