Railway Budget – Pass to budge team– New Trains, New station terminal – Tambaram, New Electrification Request, New Train Circuits – For 108 Diya Desam of Vishnu temples, 12 Shiva lingam circuit or trains, new revenue sources, New 50 km Train Route – Thanjavur to Pattukottai via Orathanadu

Expecting at least 100 new trains will be launched as last 2 years no major new trains announced in budget. So to cover at least 100 + trains needed. Please create enough coaches faster to compliment demand. As passenger traffic increases definitely revenue will shoot up. Some new trains suggestions.
New Trains – a) Rameswaram to Jammu Tawi (Sri Matha Vaishnav Devi) b) Dibrugarh to Rameswaram c) Okha(Gujarat) to Dibrugarh
Linking of major temples of 108 divya desams of Lord Vishnu temples – Tirumala(Andhra)- Ayodhya (UP)- Dwarka (Gujarat) - Padhmanbhaswamy (Thiruvanthapuram)- Srivilliputhur (Madurai) - Kanchipuram- Chennai(Thiruvallikeni)-Trichy(Srirangam)-Thanjavur-Mayiladuthurai-Madurai-Tirunelveli-Kanyakumari. Overview but plan the stops accordingly.
Velankanni/Karaikal/Nagapattinam to Mysore train as crowd in existing train from Thanjavur to Mysore is over crowded and no seat available.
Electrification of Trichy-Thanjavur. Please give funds and approval for 50km line Thanjavur to Pattukottai via Orathanadu pending for decades now a need of the people for generations. It will help connectivity a great way.
Tambaram to Thiruvannamalai direct passenger trains daily as lot of passengers go to visit a major Shiva temple
Making Tambaram as 3rd terminal in Chennai and starting of trains to Mumbai, Gujarat, Rajasthan and southern districts of Madurai and Thanjavur as load in Egmore and Central station is too high leading to new trains not being run
Chennai to Shirdi trains be made available daily for devotees. Please.
Connecting of 12 Shiva lingam temples. Somnath – Varnasi – Dwarka - Srisailam – Ujjain – Omkareshwar – Kedarnath – Rameswaram. Please plan accordingly. Just overview.
Raising suburban tickets by Rs1 from current rates in any section. If a ticket is Rs.10 it will become 11 if it is Rs5 it will become 6. so plan accordingly to raise to gain revenue. Suburban is under priced but you can raise 3 months after budget.
Revenue from recycling of waste generated by travellers by having more plastic dustbins and handed over for good price for recycling. Each kg of plastic, paper waste can gain so much revenue. The passengers must be given plastic bag at their seats to gather all waste and put in the dustbin in coach and extra bags on request.

Railway Projects Passenger Segment – High speed route not feasible in all areas hence need to solve passenger issues of routes which have high load to be doubled or quadrupled the extra lines other than golden quadrilateral freight corridor can be used for freight also, new routes to be electrified, new suburban tracks in cities to ease load, new track laying in high demand routes in buses, new slow passengers trains between districts in states other than state capitals and other strategies

Govt has taken several steps for bullet train and freight corridor but it will take long time for completing but doesn’t hold any significance for middle class and rural poor who haven’t seen railway line in their region or surrounding areas. It is similar to the reports of how when a village gets electricity it is celebrated similar joy is seen when Railway line is given to a region ignored for several decade. The railway committee might think why to give railway line to new regions as scope for revenue is not there. Had British thought similarly then entire India would have been isolated.
Govt has allocated several billions of dollars for bullet train and quadrilateral freight corridor. Some are in feasibility check. The projects are excellent but middle class and poor passengers will never see difference in the transportation issues they face. Hence the same amount of funds of 15 billion dollars or more should be sought from Japan or other agencies from pension funds or by railway bonds abroad in rupee for 10 billion or bonds in indian market for 10 billion rupees (don’t under estimate Indian public power to fund projects) to complete below tasks. If all methods are used atleast 20 billion dollars minimum is estimated to be raised for railways. I am aware that railways is doing projects in J&K in tough terrain but the funds for entire India need to be done not just for one state not enough. Hence raise enough funds to kick start massive infrastructure projects across India for passenger segement in normal speed category. Lot of projects announced over 50 years in various budgets are stuck and people wish someone will do
Based on several estimates Railways has enough work for 50 years but nobody is ready to wait so long. If you want your team to be remembered for life and for generations you should work at a speed to complete all by 10 years. For that detailed list of projects and sanctioned. Don’t just restrict to what you announced in your budget session whatever has been announced over years and pending since independence need clearance and fast pace of delivery without no leakage of funds or corruption as several crores run in railway projects. Only if you complete your tasks and other tasks will world praise and it goes above politics currently assumed world wide. Please see below to get projects list, since if I say my needs alone it wont be good. If you are able to manage to get Japanese funding for these without much conditions is also welcome.
Govt can approach this problem in following methods. Every state railway incharge or every division incharge must decide and submit report without interference of any MP or GM. a) Top 5 railway lines in each region which have reached their top limit and demands doubling or quadrupling b) Top 5 railway existing lines which require electrification c) Top 5 new railway lines for which study has been done and feasibility has been given OK but awaiting funds d) Top 5 projects funds given go ahead by Railway Board but no budget allocation e) Top 5 routes scope for passenger trains to enable better connectivity in bus dependent routes. Mostly limited to non state capital regions f) Top 5 suburban routes which are full in cities and need extra lines and new trains with modern facilities g) Top 5 stations to be developed to world class stations with facilities and ease of access h) Top 5 needs of each MP for that region i) New train routes on passenger request or increase in frequency j) Top 5 freight routes under that division but do not come under Golden Quadrilateral j) Top 5 station and platform to be developed k) Open survey with public to give top 5 list of needs in each category like new train routes, doubling request, new suburban request, new high speed train routes of each and map to their pin code don’t ask unwanted details. I am not worried about railway budget anymore if above are done it is more than enough. All above will need atleast 10-20 billions rupees to kick start fast but see to that looting doesn’t take place and files are cleared fast. If you kick start this you can sit back and releax for another 10 years as one by one all projects will get completed and fruits of GDP at 15% I can see in my vision
The above list is what you can start for now with for now to get things started. Whatever you do to tweak small changes in the booking and cancellation in long run. We need real development for passenger segment which will benefit middle class and poor. Land acquisition can be tough but you need to start for others in the universe will conspire to help you. The existing land acquisition is more than enough if you don’t start now the cost will further increase and you will face issues more and more. There is book by Brian tracy which says eat the frog. That means do the toughest task first not the easy ones. Currently Railways have done easy tasks of tweaking booking, cancellation, online booking. Time for scale up of Railways to show our engineering might that our engineers are capble of. Atleast 1000 crores of projects cleared for each division will life entire India to new levels.
Railways is expected to need 1000 crores for each division for development. You are spending 20,000 crores for railway employees double the amount atleast need to be spend on infrastructure development around 50,000 crores minimum to kick start major projects through various means for normal passenger service other than the superb freight corridor and the excellent bullet train. Real appreciate the Govt on the stand on new ideas and concepts but basics must be further improved. Some areas in interior areas they wont need high speed trains for another 50 years there you can consider doubling existing lines to ease traffic, electriciation of lines which are heavily used by diesel, new train routes to cover new geographies.

TamilNadu Fishermen Issue – Joint patrolling by Indian Navy and Srilanka Navy at borders, Coast Guard of 2 separate batches permanently to protect/guide/interact with Nagapattinam and Rameswaram fishermen, Lack of presence of Coast guard currently in border areas of India-Srilanka border, New committee setup to work continuously till fishermen issue resolves, New separate minister or secretary for fisheries instead of under Agri and to promote fisheries in India in spite of long coastline and will work to resolve issues of fishermen currently not handled by Agri ministry and Ministry of External Affairs cannot handle always

Indian Fishermen from TamilNadu from major regions of Nagapattinam and Rameswaram easily cross the Indian water limits as distance is less than 100 nautical miles and if they run the boat for 2 or 3 hours also they can reach.
Most fishermen in spite of having GPS enter Srilanka waters stating that the fish availability in Indian shores is depleting day by day not sure due to current changes or global warming or intense fishing. No much scientific research done in spite of ground level reporting by fishermen that fish is available only in Sri lanka waters.
When Srilanka patrols extensively near Indian borders to prevent Indian fishermen the Indian navy and coast guard are very negligible. There have been no incidents reported where the coast guard or Indian navy stopped our fishermen from entering into Sri Lanka. When Srilanka patrols effectively to protects its fish wealth and its fishermen our Central Govt have remained silent for years.
Srilanka fishermen have apprehension on the usage of trawlers and the fishing methods. A joint meeting was conducted between the TN govt and Srilanka team also but no break through was achieved neither our fishermen have changed boats as it is not possible and not cost effective and they have been standing still on their decision of protecting their fishermen. So Govt must setup a joint sitting under ministry of external affairs, coast guard, navy to work out a solution. At central level we don’t have a dedicated fisheries ministry in spite of large coastline and lot of fishermen across entire country to do permanent negotiations. Currently most of the time fishermen and state govt's get confused whether to talk to external affairs or fisheries ministry or to prime minister. Hence proper setup needed just don’t setup new ministry but negotiations same way as how other departments work for finance, power , etc,. Same needed to resolve at least 150 negotiations on a weekly basis to resolve issue. Currently the Fisheries is under ministry of agriculture definitely when no govt has been able to fulfil all issues of agriculture there will be no time to look into this issue. Hence a proper setup under a good minister who wants to prove himself and has not been a given chance till now must work for resolving this issues with idea of previous history of the issues in TN
The history for past several years is that no fishermen from sri lanka was arrested but so many tamil fishermen were arrested shows the lack of interest by coast guard and navy to show presence there and help resolve issues and prevent our fishermen to go there. The home ministry must also be effective in providing security support and talk with our fishermen in ground level to understand scenarios. If we keep ears on the ground you can prevent sudden infiltration and repeated monitoring. If you start now at least it will take 2 years to monitor and resolve issue.
