It has been a habit in India to not get bills for groceries, medicines at pharmacy, paper bills which are given for namesake since bill books with same serial numbers are already available so the shop owner is anyway not going to pay the bills. Real estate companies are the biggest generators of black money. Politicians receive black money up to infinity. Movie business is the one where black money easily enters and leaves. All schools and colleges collect fees from all students as donations.
Nowadays even those shops which have computerized billing do fake by having two system wherein actual purchase is maintained and in other a reduced value for income tax department. Two books are maintained in all shops one for actual sales and other for reduced sales count for income tax department even if you come on raid you cannot find.
I give below the nearest perfect solution. Take it and make it! 150% guaranteed.
Income tax department must come up with a software so that it can be used by all shop owners and made compulsory for those who do any kind of business. All transactions like bill generations, payment of employee salary, payment to dealers, dealers must be done through this software. The shops should invest in only a pc with printer. The details of the purchase should be sent to income tax server once every hour after consolidation of details, like what item was bought by each sale and the total amount. Even the details of products can be sent to income tax server.

The software design can be configured by intense discussion with software companies, RBI, public, private sector banks, SME division, small business, big business, Income tax department. RBI must actively take part in activities where black money is being generated instead of just sitting on the fence saying i will change monetary policy when the inflation reduces. RBI was the sole reason behind black money since they didn't actively engage with Income tax department. This issue of black money could have been solved long back.
Aadhaar database will be linked to bank accounts, bank statements must include aadhaar number in that so that we confirm that all are aadhaar compliant. Passport issue must be linked to aadhaar. KYC is a major issue, RBI has been saying a separate organisation should take care of KYC, aadhaar has already done that. If any address changes public should upload their photo, id proof - college id, student id, passport, pan card, Electricity bill, bank statment, ration card, etc,. All these must be linked with immediate effect.
Anyone coming to bank to do transaction must provide PAN card if amount above Rs. 5000 since i see many people sending money from multiple banks to a single person to get some task achieved to avoid giving pan cards. And all pan card details provided in challan must be verified by the bank clerk by hitting income tax server and getting the photo details. The photo of the person and the person who gives the money must be checked. Banks must be proactive to prevent black money.
Cash transaction are happening in large quantities, tax department has the right to question anyone when money has been withdrawn from a bank account or salary account and not spent i.e. in case the money is spent it will be available in the billing system. So ever 3 months when the system subtracts the money earned minus spent will give the details of major transactions which slipped the system. Income tax department can post or email the person the details of why 1 Lakh or whatever is not coming in the system where was it spent. And improve the sytem to cover places where the system is not covering.
PAN card must be compulsory for all bank accounts. Private banks are the one who are holding heavy cash from illegal sources. They are worried more on targets than proper way to get money. All pan cards must be verified automatically by it department. All neft and rtgs transactions take place through RBI server hence RBI must be proactively work with income tax to provide IT department real time feed of all transactions done by a particular user.
There has been a lag in collection of VAT in state govt, since most of the govts are not automated or e-governance was not properly implemented or supported by central govt. More IT professionals must be recruited to implement e-governance at break neck speed.

Movie, Music and TV Industry Growth - Use of Information technology

I would like to suggest follow suggestions for growth of Film Industry and TV industry as a whole.
1. Film Industry must be integrated throughout india by a website similar to IMDb.com. All details of movies, TV shows and others promoted through this website. Even small films will getter visibility if the same is done. There are two versions to IMDb (internet movie database) it also has something called IMDbPro wherein the actor could be approached. This will help Indian actors being accessible to movies made outside India like Hollywood, etc,.
2. Regular events must be conducted by TV, movie and theater personality for movie enthusiasts.Those who are interested in movie making, music direction must be provided training at low cost or workshops must be conducted to make them aware of the benefits to actors and industry people. The public must be made available of job opportunities available not only in acting, cinematography, direction but also in art work, electrical and others, etc,.
3. A job portal must be integrated within this website to help new comers directly be able to approach an actor with script instead of old techniques like meeting the actors driver or security and then step by step. If someone has the skills he must be able to approach the person directly.
4. If a person feels he is good in singing he can upload his song in this website through which music directors must be able to directly approach the person to sing in the movies.
5. 3D and animation industry has not grown to much extent in India. It is a major field to bring in Dollars of revenue to our government. An MOU has to be signed with China for join development of animation projects at large scale, something like a join production company with say jackie chan can be used to develop a new project in full animation leading to low cost and our youth and technicians can learn this technologies and apply them in future in our movies. Film industry must spend more on technology aspect.
6. Film fraternity must put in money so that new comers can take cameras in rent for low cost. New cinematographers who are registered can be used to make low budget movies. Movies must be talent driven and not money driven. Only producers who have money will make money and movies must be gone.
7. All movies which get less than 100 screens to release must be allowed to simultaneously release in DTH, DVD, online streaming in the film industry created website within one week. If after one week the screens increase the release of DTH,dvd and online streaming(very low cost at Rs. 50 per movie unlimited watching)will be postponed. If the film doesnt perfom well, immediately the movie can be released in all platforms simulatenously. This will lead to very low piracy and producers will be prevented from loss making. Even big actors should consider release in all platforms from 2nd week onwards. The number of movies are increasing and the hype to watch any movie ends in 14 days. So from 2nd week all movies mus be available in all formats. TV release should be only after 3-6 months pleasing audience who spend money to watch movies.
8. Online streaming of movies must be brought to new levels. Companies like Accenture, IBM, Microsoft can produce such high speed data transfers of movie watching using cloud computing. Atleast use TCS, Cognizant for developing the portal and the product must be build in such a way that the profit will help film and related industry grow and prevent piracy. Since online streaming will help more people from abroad watch the movies they are ready to pay money to watch movies of high quality. The charge for movies must be less say Rs. 50 per movie or whatever rate the pirated dvd are sold in the market. The DVD of movies also should not be Rs. 100 and all since people will watch and then will never use leading to electronics wastage. The system of online streaming with highly secure systems will help a lot. The cost of building the whole website initially might be huge but the growth and opportunities are much better. Currently google in youtube has this concept but i want film industry to earn more revenue to help new comers growth.
9. For music industry growth the website must be configured in such a way that anybody can use the website to hear to any songs or download at Rs. 1 per song. Or Rs. 365 for entire year. It may seem as very low cost but the revenue will grow much more. Itunes and other websites are making lot of money. If film fraternity develop on their own it will benefit the industry and dependent employees.
10. More support mus be provided for new comers. How to write screenplay, script must be put up in the website in multiple languages to help new comers to learn instead of demotivating when they come up something the first time without proper experience.
11. Old scripts and screenplays of old movies and latest movies must be uplaoded as sample copies. As it is with the correction the director has marked.
12. All directors must be members of the portal, they mus write articles on their movie experiences in the same so that others can learn from them instead of working on only promoting the movies.
13. Theatres are charging exhorbidant fees for online booking. Online boooking of tickets must be available in the website which film fraternity will develop.
14. Mobile app development for movies must be included in this project development.
15. The salary payment of actors must be done using this system and the salary paid must be put up in public, so that actors pay the income tax returns properly. If you are really towards transparency you can do this.
16. The process to get permission to a shooting spot also must be part of this concept.
17. All old movies including black and white must also be available in the website.
18. Movie fraternity must combine with DD podhigai to transmit movies in such a way that producers and the tv channel share revenue in 70: 30 model. Since dd podhigai is not able to bag any new movies the reach of the channel which was the backbone of tamil cinema once is reducing do try to help them out. DD national is promoting national hindi movies hence film fraterniy more than money should also be kind with partnership with all tamil channels instead of sticking to the one who bought the movie. Leading to swing in the peoples mindset that film industry is not united and money driven. Do change this by sharing movies in all channels. All movies must be available to all channels to telecast. Remove rivalry among channels to bring unity.

Suggestions - Chennai and TamilNadu - 2020
MTC improvements necessary:
cmbt, kk.nagar, saidapet, madhya kailash, thiruvanmaiyur, srp, siruseri kelambakkam. It will help reduce cost on diesel by shorter route and name it 571.
A proper
website with timings of all buses and new routes must be updated very
day. A mobile app must be launched by creating a contest allowing
colleges, institution, students and It professionals to participate and
prizes must be given.
1. Install and use GPS already
installed in MTC buses to display location in the bus stops to identify
the next bus which will reach stop.
2. All a/c bus must have tv's to generate content and ads to earn revenue.
3. All A/C side glass doors need ads atleast for doors if you consider safety issue.
4. Sell water inside buses.
5. A/C buses must run at prices which are profitable for govt.

A/C buses plying between cmbt and kelambakkam during weekends must be
diverted and used for tourist spots like MGM, VGP, Mamallapuram, Marina
beach, parthasarathy temple in marina, mylapore temples, besant nagar
church and beaches. Instead all a/c buses are plying to IT park areas
were there is holiday on saturday and sunday only very few people will
travel.
7. A/c buses should also take short trips in
weekends from a) velachery bus stand - mamallapuram b) velachery -
marina beach c) vadapalani or kknagar- besant nagar (sundays all
christians will travel) d) cmbt to marina
Use a/c buses in other routes also since weekends are loss anyways for a/c buses in IT routes.
8. Deploy all buses in it routes after 9 pm to different routes also dont make them short routes.

All mtc buses must stop in bus bays exactly in IT expressway. They must
adhere to signal, they must be the role model to society. All normal
bus drivers must be allowed to cut down one trip since during summer we
find them difficult to drive. Special allowance must be given to them.

All 570 and 19B going towards kelambakkam must enter IT expressway since
IT people are the revenue earners for the route. Similar can also be
done for buses plying from kelambakkam towards cmbt so many will board
inside it park itself. It will be greatly appreciated by all people.

The bus stop near velachery bus stand which has been constructed(while
going towards srp) is not used completely since buses dont stop exactly
near the bus stand constructed and only auto drivers are using it. They
quality of new bus stops are also not of very high standard they will
not last for long we guess. It is very feeble and the supporting joints
are not enough. Most people sleep on them, hence small iron rods must be
welded across so that nobody can sleep and can be used only for
sitting.
12. You can create a new route to ply for A/C buses from cmbt to kelambakkam combining the routes of 5E and 568C.cmbt, kk.nagar, saidapet, madhya kailash, thiruvanmaiyur, srp, siruseri kelambakkam. It will help reduce cost on diesel by shorter route and name it 571.

than river interlinking we must consider converting sea water to
drinking water or in huge quantities to be poured in the paths of rivers
like vaigai, cauvery, which will benefit in a much bigger way. Funding

11. Cable Car project - Kodaikanal and Ooty - Similar to Genting Highlands, Malaysia - Funding please try bond market in stock market.
Long
distance cable car project must be implemented in ooty and kodaikanal
for long distance travel of say 10-15 kms to tourist spots like in

extend the city you should definitely consider extending the MRTS from
thiruvanmiayur to kelambakkam. It will support the mtc buses in a big
way and bring inmore revenue. If the state govt. wants to earn revenue
consider a metro project. Do consider it to be done in underground. Try
to avoid the two level project. Consider metro project by using
bond(8.5% interest rate) in stock market to generate revenue to start
project by doing as PPP project.

I would like to suggest that we implement night safari in vandalur zoo, which will bring in lot of people and revenue to government. I have seen the same in singapore, please refer to following url for more idea. The idea will not cost much to the government for implementation, since it will be run from 7 - 9 pm with some events for the public. Please try to add bird safari and river safari if you can implement the same. Do allocate budget during the coming budget session or even before that. It will bring name to your government that you have tried to improve tourism and a picnic spot. Improve the vandalur zoo website also. Please spend on it infrastructure and do take surveys from people and what they want to improved.

Some people are good in sculptures, textiles knitting, dolls,stone sculpting etc,. These initiatives will bring us in line with China who are doing all kinds of handicrafts. They are exporting idols of all gods and goddess to india, since the lack of supply internally in india. Please take some initiatives in this areas as well. The handicraft can be set up poombukar or thanjavur to be exported around the world. The goods made there can be sold online by the government itself to earn revenue not at loss but at market price.

Operate buses as tourism initiatives in temple towns. For example in thanjavur lot of people travel to visit the nava grahas. But so many private cars operate earning lot of money. The buses must travel non stop from one place to another not for local people only for tourism. The buses should start form thanjavur then from one place to another. much government is spending for ration system. Try to avoid people with
high salary from benefitting from the ration system.Try to get pan card
information from people, basedon that the tax department must dispaly
the annual salary, basedon this you can find out if they are eligibile
for facilities in ration card or normal card only. Those who by pass
system should be identified. Try to give this as a big project to
external agents like infosys, tcs, etc,.
g) Employment center were provide docs, should be automated
in a big way, govt. must release of people who have got job like in US
were reports are released every week in their website. The people who
have already got jobs must also inform govt through companes. Dont try
to create any new card instead use pan card as validation or voter card.
5. Processed Food and Natural Foods- Food SEZ - Processed milk products and fish
Please
try to implement a food SEZ wherein food, milk and other products can
be processed and exported to the whole world. The processing of milk can
create a lot of products like cheese, curd, etc,.
Even fish can be exported by all these initiatives, those
who are not aware of these initiatives like small fisherman, small milk
industries will benefit from this.
6. Highways - State Highways - Chennai to Pudhucherry - Expand roads
Government must take initiatives to improve all state highways, they must try to
implement
the ECR project very soon. The process to acquire land after
sholinganallur can be taken quickly and work can be started. While
implementing the project try to also consider having spaces near
highways, the buses can be parked by government vehicles and also shops
should be leased by government so that it brings additional revenue.
7. Chennai - MTC - Sell Amma Water inside Buses
Create
a small space above the engine or near the driver and keep atleast 20
bottles in all mtc buses. It will lead to increased sales of water.
8. Solar project implementation - Strict orders to
implement in Individual houses like hostels, hotels, etc,. to generate
electricity.
Orders must be passed by government
to generate electricity through solar for those who consume more
electricity. Homes are getting converted into hostels and consume high
electricity. All those must start generation of electricity through
solar panels.
9. Solar power generation plants in all District headquarters
Solar
must be generated in a great manner in all district headquarters
initially in a big way. Later on in all villages government must provide
some schemes to farmers to run pumps in the agricultural land.
10. Convert Sea Water to Normal water and pour into rivers
More

Long
distance cable car project must be implemented in ooty and kodaikanal
for long distance travel of say 10-15 kms to tourist spots like in
malaysia genting.

12. Extension of MRTS - Thiruvanmaiyur to Kelambakkam
To
extend the city you should definitely consider extending the MRTS from
thiruvanmiayur to kelambakkam. It will support the mtc buses in a big
way and bring inmore revenue. If the state govt. wants to earn revenue
consider a metro project. Do consider it to be done in underground. Try
to avoid the two level project.
Suggestions for TamilNadu - 2020
A) Tourism - Vandalur Zoo - Night Safari, Thanjavur - Navagraha tour by SETC & Cable
Car project - Kodaikanal and Ooty - Similar to Genting Highlands,
Malaysia & sea cruize between chennai to andaman, mumbai by
requesting shipping companies to operate. example, star cruises.
B) Handicrafts - SEZ for all handicrafts projects to be exported all over the world and Tourism
C) Food processing SEZ - Milk products, food(rice varities, eatables) & Fish
D) Highways - Chennai to puducherry - ECR to be
expanded- Work not started - If land acquirement difficulties are there
atleast start after chennai outer. More revenue will be generated and
less time to travel. Please also consider facilities to be constructed
for parking MTC buses for breaks during journey, so that shops can be
constructed and leased to earn revenue.
E) E-Govenance - Ration cards , employment exchange improvement
F) Chennai - amma water to be sold inside MTC buses, metro project from thiruvanmiyur to kelambakkam
G) Sea water to be converted to normal water and poured into dry
river beds to be sent along the path to prevent water scarcity.
H) Solar project implementation should be made compulsory for large power consumers at least 10% must be produced.
I) All roads laid in chennai and tamilnadu should
have one side for drainage and other to carry power cables, telephone
lines, etc,. This should be generically implemented. All road laying
firms should be held by contract to maintain any road for 3 yrs from the
time it was laid, so they will adhere to quality or cases must be filed
against them. We should not have any cables hanging on trees and
streetlights which don't look good. And any road which is relaid twice
by the firm must be immediately changed to cement road to prevent funds
being wasted only for road laying. Lot of other work remain.
J) Chennai to bangalore SEZ implementation must be
fast processed to bring electronics growth and more job creation for
the next generation.
K) MTC -
Chennai - Small buses or short distance buses inside SIPCOT - IT Park
to earn revenue. All buses plying to and from kelambakkam must try to
enter sipcot it park which will benefit lot of people, a parallel road
needs to be created for entry of buses from other end of sipcot. None of
the MTC buses stop in the bus bays earmarked in IT expressway. All
unwanted barricades create traffic jams, they should be placed only
during night hours. In it expressway, the platforms and other lanes have
not been created from sholinganallur to sipcot on one side. Even bus
shelter are taking a lot of years to come up. Speed cameras must be
installed in It expressway and driver must be directly fined, instead of
traffic police wasting time using speed guns. None of the A/C buses are
properly maintained, due to heavy usage their wearing out. More diploma
students have to be recruited to improve. The entertainment systems
installed in some a/c buses needs to be widened to earn more revenue
through ads and should be implemented soon. A/c buses on sides can also
be covered with big ad's on side glasses with minimal visibility of
inside. Amma water can be sold inside buses to generate revenue. keep
atleast 25 bottles near driver over the engine so that passengers can
directly buy inside bus itself, create tickets for that also, or
separate hand torn tickets for that.
L) All important junctions must have cameras with high resolution to find people who do mistakes by overriding signal.
